I'd just bought a mute for my daughter’s viola yesterday, but I don't know the mute should contact with the strings or not? If it shouldn't then how does it "mute" the sound?

You have asked this question in the wrong category; try posting in the "Arts and Humanities", "Performing Arts" category. I did look at the picture, and if I had to hazard a guess, I would say that it damps the vibration from the strings to the bridge, thereby reducing the amplitude.
